    • Budget depends on what you want, whether it be gaming or multimedia or whatever.
    • My preference is AMD for GPUs. It honestly doesn't make a difference which card you go with, though.
    • Intel. AMD is making some interesting developments with physical cores, but in this case a lot of something average won't make the overall product excellent. Intel gives you fewer cores, but they're way more powerful.
    • SSD is a matter of preference. They'll drastically improve your boot times and game/software loading times if stored on the SSD itself.
    • Cooling doesn't matter if you're not overclocking. All retail CPUs come with stock fans and any worthwhile case will come with its own case fans too.
    • If you're at university, chances are you can get a Windows license through your school. Otherwise, just pirate it honestly. It'll save you like $100.
    • Mouse, keyboard, montor, speakers, headset/separate mic, etc. All if you don't already have them.
    • Extra peripheral cards are essentially useless with today's motherboards. Buying a separate sound card or ethernet card is essentially redundant. Only do it if you have issues with your on-board components.
    • For motherboards, make sure that your CPU socket matches the motherboard socket. E.g. if your motherboard supports LGA 1150, only get an LGA 1150 CPU. Also watch out that you don't buy an AMD motherboard for an Intel CPU for vise-versa.
    • For power supplies, unless you're rocking two video cards, 500W-600W is generally in your best interest. I personally will only ever buy a bronze certified power supply or better, but that's up to you. Shitty power supplies have the potential to fry all your compnents, so it's a rough gamble to rely on a cheap one.

    In that case:

    Budget: $800
    CPU: AMD
    GPU: AMD
    Harddrive: No SSD
    No cooling, no OS
    Cheap $40 case
    Keyboard/mouse bundle
    20" (max) monitor
    500W Plus certified PSU
    Micro ATX motherboard
    1366MHz DDR3 RAM, max 8GB
