1atk/str 75 def and 75 prayer, are these even possible anymore ? If so how much and who can do

Def pure means he can't get any ranged level at all.

You are few years late to party, after nerfing serp helm def only capes are still possible but they require literally crazy amount of time, compareable to level 3-4 combat Fire Cape. If anyone will be crazy enough to serve you I don't think he'd charge anything less than 5 grand.
