Few questions about proxy and safe RTW

Hey, I have some questions about how to use proxy to do safe RWT.
My idea is to create and level up an account just through proxy. When its got a decent combat level like 80 or something I'd start using it as a mule to RWT.
My concern is:

1. If I give like 10m and a bond to start the account and then give the cash from my main to this "proxy mule" and use it to RWT, doesn't jagex track the trades to my main account and both get banned?

2. Does the proxy need to be necessarily from my country, or it can be from anywhere in the world?
I mean, I'm from Brazil, I play on 100+ ping here, it would be weird to see an account on a US ip playing on 100+ ping, TRADING an acc who is actually from Brazi(100 ping)l and using it to RWT prob billions?

Could anybody give me some light here to how I can do it safely?

Your best bet is probably test and see what works for you ,there is many ways too "avoid rwt" but i dont think there is a easy way to track this maybe a good cb lvl or qp will help but ive seen top tier gold sellers doing lvl 3 mules with billions without ban, also ive seen high cb lvl accounts being banned for less than 100M, maybe good proxys and in game time will make harder to get your account banned
