Town, because he is more community-related to other members of staff.

What i mean:

He is more like a community member than staff, all other staff make them selves KNOWN to be staff, whereas he is more of a guy i would come to for help

I'd choose R2pleasent because i admire his Merchanting, but that would be for Runescape not Sythe =]
