Fastest Skill to 99? (legitly)

Thieving is pretty fast, Pyramid Plunder gives some good xp. Herblore and Prayer are also fast but you have to have all the resources to do it and it costs a lot of money.

 

prayer or herb, just gotta have the money.

 

Fletching, cooking, you can even get monsterous XP an hr in crafting if you can afford it

 

You Could make money from cooking pike but i doubt its fast, buy raw pike for lowest, sell cooked for mid or high

 

You could fletch broad arrows and broad bolts.
Both give upwards of 400k/hr if you use mousekeys or an autoclicker, and don't cost all too much xp to do.

Construction, if you have to money for it. Unless Jagex has changed something buying & opening zombie impling jars and then trading the long & curved bones for construction xp can get you 3M xp/hr, so you can get 30-99 in a day if you have like 500M to spend to it.

Firemaking willow logs to 99 can be doing in a week I believe. There used to a person offering his services of 99 FM in 3 days time. But I don't know if he was suiciding the bots or not. No one seemed to get banned.
