Cooking's 99 price has dropped so much, since FT.

If you want, you can do superheat.
With iron bars or steel bars or somethin. (It gives mage+smith xp)

 

Thieving is an actual pretty fast skill for 99 without costing much. If you do the Monkey Madness quest you can get it under a few days.
Cooking is probably the fastest when it comes to being cheap.
But truly Construction, Prayer and Herblore are the fastest if you got the cash.

 

fastest is 99 prayer, you can get 99 from 1 in a day but I doubt you got the cash pile, I would go with Attack at least it pays off

 

99 mining generally takes me 2 weeks. I've done it five times already at LRC.
