falsely banned and cannot make account

i have been falsely banned a while back now. I was selling upgrades and i had a customer that was very much a douche bag. When i told him to hold on a bit cause i have other customers he went berzerk, calling me names, such as "fag" and "nigger". After i upgraded his account he filed a dispute against me saying i didnt upgrade his account and stole his money. He also filed a claim on paypal, which i won btw. Now when i try and make a new account it wont let me. Gives me a name thats registered on this IP that i have never heard of! i've tried using a proxy but same thing. Please help.

 

If your previous account was banned you are not allowed to make a new account.
