Fake Vouches.. Correct forum?

Sorry if this doesn't belong here.
Long story short- That_Rare has been banned for scamming,
His newfound partner Vivid_Tears is contacting me on my Services Wanted thread offering up services ( After I specified that I don't want new members, low post counts, or little to no vouches, of which he meets all 3 criteria as well as in my eyes, guilt by association )

Anyways, Checked out his vouches and 2 of them are from his (banned) Partner?
Seems sketchy to me.

that_rare was reported for scamming by vivid tears himself. Vivid tears did those quests and never got paid:

Looks like the vouches are legit
