This isn't news. Theoretical Raiden limits have been talked about for over a year and earlier this year, the Raiden MVP github was at 85%, now it's at 80%. State channels are highly complex to implement securely, even more so on Ethereum than Bitcoin, and quite a bit of work needs to be done in order for it to be usable.

I'm assuming it's the first time the guy in the video has ever heard of Raiden from the way he's talking about it and it doesn't seem like he understands it very well since he said "it'll address all the scaling issues" which it doesn't. It only addresses off-chain scaling. Putting out a blanket statement that "1M tx/sec solves it all" doesn't take into account that large volume transactions will still have a difficult time utilizing payment channels due to the amount of funding that needs to collateralize the transaction itself. It's great for ordinary day to day microtransactions though. Chase bank which is an EEA member is testing a high throughput private Ethereum chain called Quorum meant for facilitating financial transactions from institutions.

On another note, Raiden won't help ICOs whatosever actually. Initial implementation of Raiden supports ERC-20 tokens, Ether itself isn't an ERC-20 so people participating in ICOs will still flood onchain transactions even after it is implemented.

Don't get me wrong, it's exciting to ponder the thought, but don't give him too much credit if the price rises to $500, $600, $1,000+. Ethereum has had it coming for a long time, and not just due to Raiden.

Edit: I watched the rest of the video... He really has no idea what he's talking about.
