Is there anyway to enlarge a picture without losing its quality?

There isn't a proper way without reducing the quality to shreds. The best woul be to try and create it yourself or enlarge the picture and sharpen it.

It's a raster image, so it will degrade if you enlarge it.
But if you make it a vector, you can make it any size you want.
You would have to recreate the image to do this though

What 44k said. If you make it a vector it can be resized to any size without losing quality. Sometimes this can be achieved by simply right clicking and converting to a smart object. Make sure when you make your judgement on its quality to be at 100% zoom. If it doesn't look too good, you should pen tool it.

Whenever I come across this kind of problem I always end up just pen tooling it and then resizing it to whatever I prefer.
