Emblem Farming OSRS

Planning on farming some if it still works, not played osrs in abit so need some info.


Can you get the same target twice in arow? e.g. Account 1 kills Account 2, then returns, is it possible for them to become targets again? If not, is it because the IP address or player name and when does it reset.
