Usually he hits port 80, being the browser, so it knocks out rs first, and if you close/block port 80 your browser won't work so, closing ports would be useless.

 

2 questions: how he do that?

and dont u have to knwo the other guys ip to algg him out?

 

I'm pretty sure you can change which port your browser accesses.
