I haven't looked into this report, but I believe the policy is they need to be conducting malicious actions (or show intent) on Hackforums. Being a member, or user, isn't enough for a ban.

 

There's proof in the link. It shows matching msns and him wanting his RAT crypted. Normally I have two links; however, this time I found a thread with his msn and proof of malicious intent.

 

Ahh alright. Thanks for the clarification; I thought the title implied something else. I don't remember my Hackforums password hence why I can't process this.
