looking for some simple SEO to get a business to the top 3 or maybe top 1 for a few search terms, wont be many competitors and it should be pretty easy for the area.

don't really care about methods used so long as they don't damage our local reputation.

SEO varies depending on keyword/competition so it might not be as simple as you believe.

If this is a brick and mortar business you're looking for, it might be a little bit more than you're expecting due to the fact it's no longer SEO but ORM as well.
