Downin banned?

Hey, I was gonna buy gp from Downin, But Then I noticed he was banned. I am wondering what he did to be banned, and If its safe to trade with him. As some on you know, He has done quite a few trades, and I don't see any reason for him to be banned. Then he told me on msn sythe was down, Is he ip banned also?

He's ban-evading, two of his other accounts are rs2 sales and downin'. I knew he had other accounts but couldn't recall the names, so I banned him for ripping that sig, since that's also worth a perm ban.
