Does PA only accept paypal in certain countries?

A guy just told me he can't use PA because they don't allow paypal from his country. As in he has paypal, but because of his country PA won't accept his paypal. Is this true?

I don't think that's true. PA usually has PP locked as a method of payment because they want him to provide them with proof of identity. This is so that they know he owns his PA and PP account and is legally at an age where he can pay via his PP account.
