disputing with registering a new accnt

I tried to register a new account. I just moved to this town and their internet service is incredibly sketchy at best. It says I have the same ip as users honor pures and natesta23. Neither of those accounts are mine. I would like to buy some Runescape gold from the sythe store, and would greatly appreciate being able to make an account here

The nature of IP filtering means there is the inevitable crossfire. Find a proxy or another network and try registering again.
