Why you think they are ban evading:

I can't find the exact thread, but Dicing has already vaded once and he tried to sell a skiller with 99 dungeoneering, and is doing it again. I can't find a link but here is his current thread:

The stats of the account are very similar to the one Dicing recovered, I doubt that can be just a coincidence, so I'll go ahead and ban him.
