Debit Cards...

I've got a couple questions involving debit cards.

1. Is it possible to make a Paypal account with a debit card?
2. I know you can purchase debit cards from certain banks, but do you have to be a certain age?
3. If so to question 2, where would be another place i could purchase a debit card?
