Which violation you are reporting the user for: misleading thread information, which has potentially/quite possibly being misled/led to a user being scammed, of which you can find here - GraceGP service scam
Why you think they're violating Sythe rules:

It's quite easy to claim you're offering 24/7 support, however a lot like the bogus bumping recently being more hot than ever this is seemingly no different. A single user cannot be online 24 hours a day, 7 days a week without the usage of either botting or apparently never sleeping because they are a zombie

You may want to get your threads fixed, you're offering 24/7 support when you don't actually have that.

Simply pointed out this, because it saves people being reported even more for misleading violations as we have seen a lot of lately, that isn't insulting someone, partaking in something to "disturb someone" unless you're brain dead, or deceiving people for drama

False or Misleading Advertising: Your market threads must be accurate and updated promptly to reflect your actual prices/offers. Advertising an offer significantly different to your actual prices is false advertising. For more information on this rule please see this thread. Note that this is intended for legitimate customer complaints, you may not report direct market competition for violating this rule. If a user claims to have "X" number of vouches, then the user will be required to list and count them on their actual vouch thread, or have that many vouches in your actual vouch thread. Failure to meet either one of these requirements is false advertising.

You are not allowed to report competition for false advertisement.

As for @Yoshiki rant, if you want to dispute an infraction you can message him privately to resolve it, if you disagree with his decision you can private message admin to dispute it further.
