Customize Desktop

You know the bar on the bottom of your desktop, where there is the start bar, well.....I would just like to know how I can change the color of the bar, and change the start menu so it has a picture of my choosing and so I get it to customize it, just somebody please tell me a website to go on...or something that I have to download. Thanks, please info wanted.
