Creating paypal account - Please help

Hey guys, I am wanting to create a paypal account.
I won't be able to send money because of unverified.
How do I make an account that can send money without adding a bank account or credit card?
Be able to send money without being verified.
What do I have to do?

As far as i know. It has to be verified with some sort of credit card. I heard alot of people buy a prepaid credit card from like gas station or whaterver.

OT: You may create a Canadian/Australian Paypal account if you wish to send and receive money without being verified.

Yeah, technically it's fraud though.

 

If you're using for the sole purpose of sending your own money back and forth, and not scamming anyone of their money with it, then I wouldn't consider it fraud.

 

United Kingdom also works., its not fraud if there are no victims.
