Creating a PayPal Checkout Page

do i still need to determine if the buyer is verified or unverified? or is it still safe even if the buyer is unverified

Being unverified only really matters in the event IF their Paypal gets limited for abuse of policy.If a person is limited, Paypal will refund some (or all) of that person's payments. That's why being limited is so bad.

You can get your Paypal limited for any number of reasons, be your account Verified or Unverified. However, there are a lot more rules to break if you are Unverified; thus, you are putting yourself at more of a risk this way.
