A chargeback isn't issued by paypal directly, it's issued by the credit card company. Paypal just hands off information. A chargeback is not confined to paypal but in any transaction where the buyer uses his credit card.

Not right at all. In most cases, the buyer will still win. Paypal doesn't protect the buyer or seller though so it could go either way.
