Clean up the suggestions forum

Basically there's 6 pages, and most of them are locked. It just needs a tidy and they need moving into the Denied Suggestions forum.

Something like this could probably be accomplished by PMing a staff member, but the staff really should be more on top of this. It seems like they just don't want to be bothered moving a locked suggestion into approved or denied, or just deleting it.
