If you use VPN and crossmatch a other account once i can understand, but 2/3 times is more then coincidence i think.
Please check out the IP's he is using

 

There were multiple accounts found on a couple VPN's used, but it could just have easily been a proxy.

As for his home IP, there seems to be multiple accounts, but none of them are banned.
