Full rights includes not only the image itself, but once you pay for full rights I destroy the version I have. It's yours, PSD and all.
Wearing rights is self-explanitory. If you buy wearing rights to a sig I've made, you are allowed to wear the sig anywhere so long as you do not claim it as yours.
