Can't make account?

I am trying to make an account so i can get a firecape service done, and I use my iphone as a personal hotspot for my internet, it says i can't make an account because my ip has apparently already been used?
when this is the first time making an account on this website, so I am very confused, it says the name of the previous account was 'vess'.
help please?
