Cannot connect?

I cannot connect to my server. I compiled it, ran the server, and i have everything required.

I installed the JDK
I downloaded no-ip and made 3 different links
i port forwarded
i have my source
it is all compiled and i ran the server
....................


Please tell me how to fix this...
