Can moneybookers be chargebacked?

I looked on the website, and this happened to appear:

NO charge back risk for merchants
We do not pass on charge backs to the merchant but absorb them ourselves. We reserve, however, the right to withdraw this policy without notice for any particular merchant who we determine is not exercising due diligence or is operating in a way which results in higher than normal exposure.


...But on some forums I've heard of people just calling MB and telling them that they haven't received the item, and they simply give the money back. I've also heard that they can only if the credit card was stolen.

How? Only if the buyer paid with stolen money or in other cases too?

 

I dont think it can.

 

Its possible but in a really rare case, when you call up MB and tell them you have not received this particular item you can get the money back, regardless if they said it can't be done.

The buyer can chargeback, but moneybookers covers it after an investigation ofcourse. If you did a clean transaction.
