Can mods do this?

Okay, I'm in no way shape or form meaning any disrespect to the mod holding the gp, I Know he's doing all he can but i need to ask something.

I Was buying RSGP (Not mentioning names). The user did not give me the gp, we argued for a while, got mod involved, etc, now the mod is holding the gp and would give it to me once i cancelled the dispuit. I cancelled it and know paypal are holding the USD. However, the user hasn't enough money to be able to refund me. So I've been told to wait until paypal realises the money. I don't know what to do. I've done everything asked but i have to wait. Any ideas?

The only thing im annoyed about is i might have to wait up to 180 days, and i wasnt the one scamming and i feel like im being punished.

Well, making threads about it doesn't solve anything. You need to talk to the people involved and come to an agreement.
