Can I withdraw from Paypal again?

Hi.

I have rs3 gp that I want to sell via Paypal. I've closed my Paypal account before (used it for eBay), as I thought I will never use it again.. However, before closing, I've removed all my credit cards and bank accounts affiliated with them.
If I open another Paypal account and link it to my bank account, will I still be able to withdraw cash? Or everything that has been affiliated to a closed Paypal account can never be used again?
