Can a Internet Site charge you?

Can a Internet Site charge you if you give them your phone number or a random persons' number? Because I signed my friend up to lovecrusher or something like 5 months ago and he says it's charged him $20 for just recieving a txt and he wants me to pay him. I'm pretty sure they can't... also why would it start charging him now? Do you think he's full of shit or can this really happen?

 

Once you give them your phone number you receive a text message with a code that confirms your agreement in the membership/purchase.

The only way it could have charged him was if he confirmed it.
