California's ServSafe new law

Starting July 1st, 2011.
All people working with food (raw/cooked) must have a ServSafe certification.
Costs 15$.

However, I heard that you should get a minimum wage of 11$/hour if you have the certification, is this true? I tried to google it but it's not turning up the right answer for me.

Does anyone know and can confirm this with a link?
