Buying low ids

I will try to keep this as simple as possible.

I am looking to buy a low digit steam. These are my requirements.

• Original email
• No name change history

I am looking primarily for ids under XXXX.

I can pay via the following.

• In-game items
• PayPal

If you have 2 digits, the id must be provided. The it's not safe for the account nonsense does not work with me. If I am going to pay alot for the account I must have proof of it's existance. The same goes for 3 digits.
