    11-50m Junk = 1.50 per mill
    51-200m Junk = 1.25 per mill

    Because if you have GP laying around it's an easy way to get rid of it, and get a bit of cash in the proccess. For buyers it's because often they will buy a new account with mills in Junk and want something useful.

    HE buys YOUR junk.
    YOU give him paypal money or w/e.
    You get runescape cash from your unsellable junk.
    He gets real money from you.
