Buying all accs

Buying any accounts, I do not care if they are level 4 or 200 as long as they are past tutorial part. I will be paying 400k rsgp per account. I will only be buying 8 accounts at this time. Would preferably like them to be level 4. Play time does not matter and neither does stats.
