I don't have completely empty. Like most others have replied, all old accounts without games that has no activity has been deleted by steam. So there is no chance to have a 2003-2004 accounts it's like impossible. Only game back then was the HL1 package, the HL2 package came in late 2004. No chance of having such an account with no games... Who wants to be active on a steam account for years without games?

If you want empty accounts then prob. 2006 and above would be the only thing....
