I'm quite sure there isn't any empty 03 accounts tbh.. and i doubt 04ers as well.. but i can assure you with a 100% non retake 03 HL1 if you want..

I have many 2006 - 2009 accs empty. And 2003 - 2004 empty dont exist, after if u had problem that acc is recovered because u dont to trusted seller. I sold lot of accounts steam never recovered.

Dude back in 2003/2004 you could only register a steam account with a valid cd-key. There are NO empty accounts.

the account isn't empty.. its a bug! he got TF2 on it..
i have an empty account from 2005
im really sure that 2003/4-emptys doesn't exist
