I am just undercutting the 10M price tag set above. Do not try to throw shade at me because I am willing to do something for less than you are. 69 Slayer doesn't take long when you have a cannon and void with rigour.

Also, if the buyer wished, he could pay me after the service was done, and reduce the amount of cannonballs on the account at one time.

I don't see rigour being stated as unlocked.. 8M for easily over 10 hrs work? Sure it doesn't shady :)

I'm pretty sure it's implied, by the 74 prayer and 70 defence. Anyways, as said in the edit above, "Also, if the buyer wished, he could pay me after the service was done, and reduce the amount of cannonballs on the account at one time."
 
I can do this in under 35 hours cheap with the given stats/gear/cannon.

Can vouch for RickTheRuler. Just bought a lvl 3 skiller with most lvl above 80 and one skill at 99. If anyone knows how to lvl up a skill efficiently then its rick :)

Also while waiting for payment to go though he was able to lvl up a skill 3 timesin the span of a few hours before transaction was complete
