    I'm going to be posting a new thread sometime today (whenever I get some free time) that takes ideas off this thread and makes them more feasible and not such a logistical nightmare.

    Anyway, this thread can be closed and a new thread will be up within the next 18ish hours.

    Closing I guess

    I don't think we need a whole new system with checklists and so forth like this seems to suggest. But I do personally show my disgruntlement when people deny a pardon that's for scamming 10$ 6 years ago. I don't know how you go about ruling around that though.
