Blue Partyhat dupe

There a green dot visible on the mini-map. The friend is supposed to be inside the Old Mans' house, but he's not visible

Also, since you only have some kind of flier in your inventory, and havent bothered to cover it up, I suppose that items don't have anything to do with it.
So, since theres a green dot on the mini-map, I think you have to have a friend to perform this bug. Also, the friend is glitched too, since he's dot can be seen on the minimap, but his avatar can't be seen on the recording.

When the recording starts, your standing next to the banks' doorway. On the spot where Glory teleports you, but that may just be coincidence.
What I'm guessing, is that you did this with some kind of force-tele, and it has something to do with your friend.

No, the hat has a different item ID than the real blue phat.

I have an eidetic memory and Kami told everyone in TO to stop wasting time with that glitch because your character is stuck on another FLOOR(0,1) while you're in the cutscene.

So unless Jagex magically decided to put you on the same floor as the partyhat (0,0) I still call false on that.

Feel free to let me log onto the account to check if you truly obtained the itemID 2042 or not if you like.

I'm not going into detail or giving any hints on how the bug is performed, but you're not "stuck" between floors while viewing the cutscene.
