Use new paypal account, my paypal was blocked, I deleted it, made new, linked my visa and bought a bot, no problems.

They say they block your ip and paypal all they do is the system puts your paypal email in do not sell column. Add an additional email to your paypal and confirm it and make it your primary then buy it.

your fault you're blocked in the first case, just change your ip/paypal email and you should be fine.
