Black Cape Scammed Me 15m

So am i screwed for 15m? I was gonna buy his 9 hp account he met me on rs on "Armed Tank"

Your going to need all the proof you can get to prove he scammed you, and 15m for a 9hp account is extremely unrealistic, next time do some research so you know the going rates, it can help you avoid scammers.
