Ban Evader: ChemRX?

Why you think they are ban evading: There's only few members who are willing to trade with expensive rare items (neopets). This member just showed up today and posted a thread willing to buy very rare items over $1k. Trolled all neopets threads with items being sold. When asked if he's willing to go first, he avoided the question. Most sellers/buyers that involves neopets are on my MSN since they ask me for price check and if that specific member is legit or not (I have dealt with most of them).

All I'm asking is to run an ip check from this member.

Update: Same pattern as other banned members, he trolled all other boards so his name will not show as Newcomer.
