This is highly illegal.
If fraud against poker rooms, usa Illegal gambling and underage gambling is not enough:
You need to provide full name adress and DoB to sign up to poker rooms.
When withdrawing, or claiming a bonus, you need to provide IDs to corroborate all the info is true. So add identity fraud too.
But that's minor compared to the fact that he is stealing money from poker rooms.
