Here is the major difference. If you receive a ban for macroing, whether perm or temp, it was based on reports or sightings by a mod, which are the only ways to get banned.

Rollbacks are automatic. Fagex does not have "their eye" on you after these, nor do they even know.
So definitely do not question it. DO NOT contact them about it, or report it as a bug, this WILL get you noticed and most likely banned. The rollbacks are experience based, and the rate will probably be calculated soon and hopefully easily avoidable.

Count your blessings if you get a rollback, considering you get to keep your bank. The only items deleted are those involved with the skill that was rolled back.
