TL;DR didn't follow through with sale, and refunded the initial payment that was goods and services and said to it as friends and family to avoid fees. Didn't know paypal changed their policy with this, and that it was more difficult to get cash back. Oh well. Just want him off the site.

 

did he actually scam you though? him wanting to be paid a certain way isnt the same as scamming you

Not following through with the intended sale and refusal to communicate on skype is. His profile shows he has been active today and there has been no activity for 4 days.
