Another account banned on my IP?

I tried creating an account with Sythe, I've never used it before (I've browsed for gold sellers while unregistered but that's the extent of it) and had a great idea to set up a legitimate Runescape Questing business as I'm aware of the amount of people that hate quests. After submitting my registration form I was rejected with a message saying a previous user on my IP has been banned who goes by the name Mkb1122 but this means nothing to me?

The only possible explanation I can think of would be that I know my Brother used to play Runescape also until he moved out from our home, so I don't know if he has anything to do with it or not, if so then it would be really helpful if I would be able to create an account, I've been looking forward to setting up this business I had it all laid out and ready to go.
