Do you have any proof besides the IP match? The IP is a public IP address, not enough to warrant a ban. The other IP's do bare similarities, to the point where I'd say there's over 50% chance they are the same person. But not conclusive.

 

besides that, unfortunately no, if its not enough for a ban its fine, im just trying to get the banned people off
